I want to give someone view only access to just a Filter or a Dashboard of a project, where they can't change the filter or Dashboard, or view anything else on the project except this one filter. Is that possible?
Basically, I don't want to give them access to the whole project cause there are certain tickets they shouldn't be looking at.
Any ideas?

You could, but if they have no access to the project, the dashboard and filter won't show them anything. If you can't see a project, its data is hidden from you.
If there are "certain tickets they shouldn't see", then use "issue security" to set a level that hides them from that user.
So have to give them access to the project, but then I can use the issue security to prevent them from seeing certain issues in that project?

Thanks. Though I don't see where in the security I can set certain criteria based on certain issue fields to restrict this.

It's the "issue security scheme" - set one of those up, add "levels", say who can see each level, then you can set the level on the issues after you apply the scheme to the project (the only permission involved is the users setting levels need the "set issue security" permission)
