Can I have a custom field that triggers which issue type list is shown for a project

We have a project that has: 

Electrical 

Mechanical 

Software 

Engineers entering tickets into the project. 

I want to be able to have them create an issue..

Select the particular project that they want to enter a ticket for. 

Then have a custom field Discipline that has... 

Electrical 

Mechanical 

Software 

Then based on this selection.. the Issue type field displays the issue types specific to that discipline area. 

Other wise I just have 1 big list that folks don't like to see in the issue type field.

The list of available issue types is determined at the project level, you can't do any of that.
