Can I install 7.5 cloud

Currently JIRA Cloud is for Version 7.9. 

I wanted to know if i can get JIRA 7.5 cloud version

No.  Jira Cloud is a different product to Jira Server.  You have no control over the version of Cloud and "7.5 for Cloud" is nonsense, it's not even using the same version scheme.

If you want Jira 7.5 of Jira go to the "other versions" link on the Server download page.

Can you clarify more on your request? Version 7.9 and 7.5 are only available for Server platform and you should be able to download the installer here - https://www.atlassian.com/software/jira/update
