Can I install Jira on a thumbdrive?

I am new to Jira and am deciding on cloud or server version. This is not a cost issue, I will not always have good connectivity. I will always have the option of my phone as  a hotspot. This may be too slow?

I have multiple laptops and want to install on each laptop or an external drive. If I installed on each laptop could the database be on an external drive? Or could I run the entire instance on an external drive?

Any help is appreicated
