Can I know who updated the permission scheme for a project in JIRA ?

I have a request from user as their project permission scheme has been changed and they wanted to know who updated the permission scheme and what has been changed, how can I get the information? Thanks

Jira doesn't have administrator audit functions yet.

There is a plugin which will answer the question (although it only captures data from the point of installation, because Jira doesn't track the admins activity in any way, so it can't reconstruct historical data). http://www.plugenta.com/jiraauditor/
