Can I make Cloud Jira look like the older version of JIRA

Hi. Is there a way to make the cloud JIRA interface look like the old on premises JIRA?

No. This is the new direction they are going with cloud and there isn't a way to go back.

Yes, it is the same with the Confluence interface. The server versions of both still have the old interface and I have been told they have no plans to migrate to the new interface.
