Can I migrate Jira server to jira cloud with less number of users?

let say I have the following jira products which are hosted on server with the mentioned number of licenses and I want to migrate these products into cloud; Can the number of cloud licenses be less than the number of licenses in the server?

• Jira Software licenses on server are 250 and I want to migrate it into cloud with 200 users
• Confluence licenses on server are 250 and I want to migrate it into cloud with 200 users

in general, yes, this is possible. It depends on your situation, how to do the migration.

Have you already created your cloud site?

I would probably do something like

• do the analysis and find all the current users, who doesn't need the Jira and Confluence license anymore (and see, if you can have less then 200 Jira licenses and 200 Confluence licenses)
• during the cloud site trial
  • migrate Jira and Confluence with all the users to cloud
  • remove access to Jira and Confluence for previously found users and get under 200 Jira users and 200 Confluence users
• buy Jira and Confluence :-)
