Can I modify the Jira landing page to provide users with instructions to register for access?

We leverage ACL for access to our Jira instance would like to know if I can modify the Jira landing page so that users can see the instructions to request for access. As the process is new, we're getting a lot of confusion and questions coming our way and the landing page will help resolve that. Thanks
