I have not been able to find any documentation or related tables but we have a team that is wanting to query the JIRA database to find out if the reviews associated are completed or not. Is this possible?

I don't believe this is possible from JIRA natively. There is an open suggestion titled Allow JQL to query other Atlassian products that you can find at JRASERVER-25344. Please vote on the issue and add your use case to the comments to add impact.
As a workaround there is an add-on called Atla-Search Plugin that may help.
