Can I request the recovery of all data in JIRA at any time?

Atlassian does have a backup program in place, but does not create backups for the purpose of restoring data that you did destroy yourself as a customer in any way. You can read about Atlassian backup policy right here.

In your Jira instance system admin settings, you can create a backup yourself and - with some limitations - automate creating backups.

These backups are not suitable for restoring a single project or an issue you accidentally deleted, to name a few examples. If you need more granular control, it may be worth looking into a suitable backup solution from the Atlassian Marketplace.
