Can I restrict the creation of an issue based on User Input?

We have a use case where we do not want the Issue Ticket to be created of the answer to a certain drop down is 'Yes'.

Is there a way that this can be achieved?

Yes, but this is not a good thing to do to your users.

You could create a validator for the create issue transition which looks at the drop-down and checks for yes, throwing them back if it is chosen.

But, that will annoy them.  You're going to find that they either don't raise the item, or they just click the wrong thing and create it despite your rule.

I'd strongly recommend educating them, rather than annoying them and creating wasteful triage processes.

Yes, you can...but you need to deal with Third party add-ons like Script runner, Automation Lite for Jira.
