Can I set up a rapidboard so that anyone can move a card not just the assignee?

We take turns running our scrum so we'd like anyone, not just the assignee, to be able to move a rapidboard card. Unfortunately, we can't figure out how to do this.

I think you need to check your workflow. Do you have a condition which means only the assignee can transition an issue from one state to the next?
