Can I set up a sub-task notification to another team member once a task is completed?

I have a story with 4 sub tasks. Each sub-task has to finish in a specific order.  Each sub task is assigned to a different person on the team. The team is not co-located and not 100% allocated to the project.

Question: Is there a way to trigger a "I am finished. You can now start your task." notification??

We use the JMWE add-on to Email persons during a transition to Done as a Post Function.
