Hi, did my eyes deceive me or did I see an update this week that Jira Forms can now be used by people outside of your project who don't have a Jira license? So people from the business raising/populating into the team?

Yes—this is relatively new feature/improvement and it has been rolling out in the last couple of weeks/months.
You can now have public forms where other people can submit them without need to have the license.

You're right — Jira recently introduced the ability to share native forms with people outside of your project, even if they don’t have a Jira license. This is great for internal business teams that need to raise requests without being full Jira users.
However, there are still some important limitations to be aware of:
Attachments can’t be submitted anonymously - this means if your form needs screenshots, documents, or files from the requester, they’ll need to log in.
Forms fields are tied to issue fields
There’s limited layout flexibility and no conditional logic (e.g., showing/hiding fields based on user input).
If your workflow needs more flexibility - like attachments from anonymous users, embedding forms in websites or Confluence, or automating issue updates from form responses, regex validations, auto-emails with forms — there are Marketplace add-ons like Smart Forms for Jira developed by my team that can fill the gaps.
