Can Smart Values be used to automagically attach testing results to "test" issue type?

Test team wants to automagically attach screen shots to test issue types.  Does Jira Smart be configured to accommodate this action?

There is nothing in out-of-the-box Jira to do that. 

What you are describing is normally done by test automation tools when they execute and capture the results of tests.  Do you have a test automation tool which can do this?  If so, please check the tool to learn if it can call a REST API function, as that may be a way to attach (or link) the results of the tests to the Jira issues.
