Can a Milestone have subordinate Milestones ?

As a simple example -

The COO has a Master Tracker Jira Board.  Each Division under the COO has their own respective Jira Board.  The COO has a Milestone predicated upon the completion of a significant amout of work completed by the subordinate Divisions.  The Divisions track their significant work as Milestones.
Can the COO Milestone had subordinate Milestones from each Division reporting into it ?

Yes you can, but you will have to use another issue type in order to work in advanced roadmaps.  For example, you will have the "Milestone" issue type and under it the "Sub-Milestone" to track the divisions process.
