Can a Story be split from Issue Details?

The 'Split Issue' command is available on a Story in the Backlog. However, I cannot find a way to perform the same function from within a Story's details screen.

Is there a way to make the 'Split Issue' option available in the Issue details screen?

I do not believe that is possible, and there are several open suggestions to add that capability, such as these linked below.  You may vote for / watch it to see progress, although many of these quite old.  (I found one created in 2006.)
