Can a group be limited from moving a story into an active sprint?

Are you working with a Team Managed project or a Company Managed project? It will say at the bottom of the navigation pane on the left.

Yes this is possible! You would want to create a Project Permissions scheme where they didn't have sprint permissions, more than likely using Project Roles

We do this by having a scrum master role and only Admins or Scrum masters have the permissions to do this while developers do not.

You would want to configure the Schedule Issues and Edit Issues Project Permissions
