Can a make a field mandatory in chosen Software & Discovery Project not Global?

To filter projects within Advance Plan we want to use Labels or Component.

It is possible to made label or component mandatory so people have to add them BUT only on certain projects which are discovery or software project.

We don't want force the full company users to add it.
