Can administrator assign application/plugin to a specific project?

Hey there. I really need to install Allure testOps for jira. It will be installed only if an administrator can assign it to a project in which I am.

So we have a few projects and this app should be installed only to mine. 

Please help me with it. 
Can the admin install/assign app that I mentioned above to my project only. 
Can you give me some guide links ?
