Hi, I am wondering if the attachment that is shown in a Jira issue (task, epic, etc.) can be opened and annotated or modified while still in Jira instead of having to download the attachment and saving to your drive, making modifications/comments, and then having to upload the attachment again to the issue. Does anyone know if this is possible to configure in project settings or somewhere else?

Sorry, but the answer is: nope. Attachments are just that - files attached to an issue. Jira stores each attachment as a binary blob in the database. Trying to incorporate editors for every filetype into Jira just isn't feasible.
Have you considered using Confluence as a way to minimize external documentation? Many text documents can be just Confluence pages. Simple spreadsheets can often be tables in Confluence pages. The ability to collaborate in Confluence is a big win.
Jira Issues can include links to Confluence pages, which is a much friendlier way (compared to Attachments) to get to the documentation related to a Jira issue.
