From what I understand, Gitlab says they have an API that is compatible with Github and that's how they suggest integrating with Jira (using the Github Enterprise option, then using the Gitlab address for the URL).
With Github connected this way, commits will show up in the Development panel. So I think it's safe to assume this should work with Gitlab as well given their claim of a compatible API. Their documentation shows screenshots of this working correctly as well.
