Can filters be maintained by others than the creator of the filter?

On "edit filter" screen we only have "viewers" while we have on the "rename and share Dashboard" screen we have "viewers" and "editors".  Is this is this a configuration thing. How can we also make filters editable by other users than the creator of the filter?

Feel free to vote for and follow it.

They have implemented the part about Dashboards already, but not not Filters yet.
