I don’t know what you mean by “Confluence Portal” links. You can certainly create a link to a confluence page in a Jira issue simply by clicking on the link icon and selecting confluence.
You can create jira portal links with servicedesk projects e.g logging a support call from the portal, but can you do this with a CLASSIC jira project?
