Can i move an old issue that was sat to Won't Do back to To Do?

I found the issue in Search issues under the filter Unresolved. It had the status Won't Do. Even though i change status to To Do, it doesn't appear on our Kanban board. Is it even possible to move the card, or do i need to create a new one?

It looks like there are a few things sum up. If the issue can be moved to "To Do" depends on your specific workflow.
It might also worth a look if the workflow is configured correctly (per best practice). From what I understood from your description it had the status "Won't do" but did not have a resolution set.
This might correlate with the effect you have with the Kanban board - most probably the missing issues are some kind of a missing configuration.
