Can not add application, caused by arrears in free paln?

I can't add a confluence product for existing site name (mpietrewicz.atlassian.net). I had message, that is a arrears in payment for site. Why, since i have free plan for all other products (jira and jira service managment)?
When I trying add confluence for new site name it succesfully added.

Hello, Good day. You should be able to add Confluence to the free billed site. There are chances that you have added other addons from marketplace due to which payment is pending. Please create a ticket with our billing team at https://support.atlassian.com/contact/
