Used to be able to add attachments to jira tickets, but now cannot.
"Bad" filenames (i.e with 'ü' or 'ß' ) can also causes this problem

If you still can see the option to attach, but are not being able to complete the operation, this can be proxy related. Try accessing locally and see if the problem persist.
