I am unable to create a Company managed project. I have been provided Admin access but when I am trying to create a project 'Company Managed' Project is greyed out. Another colleague of mine who is insisting that she has the 'same rights as me' and is an Admin too is able to create a Company managed project. What might be causing this difference?
Further, how can I get the access to this. How can we compare the permissions between me and my colleagues so I know what I permissions I need to be able to be able to perform teh above rights.
Also, can the permissions be changed by the Site Admin? How many site admins can there be in an organisation?

By default, anyone can create team-managed projects. Out of the box, a software project grants end users the Create team-managed projects global permission. I assume this is the type of permission you have.
To create company-managed projects, you must have the Administer Jira global permissions.
What might be causing this difference?
It's possible that your colleague has the Administer Jira permission, while you do not.
Can the permissions be changed by the Site Admin?
Yes, you can ask your Site Admin to grant you the Administer Jira permission.
How many Site Admins can there be in an organization?
There is no limit.
