Thanks for reaching out to Community in regards to emails not being delivered. I did check and confirmed the email is having an issue being delivered and looks to be on your mail provider side. Here is the error we're seeing:
554 5.7.1 [internal] recipient address was suppressed due to customer policy
This could be caused by multiple issues on your providers' side, such as spam or junk mail filter which is preventing the mail from being delivered. Further information on this error; 554 5.7.1 - Recipient address was suppressed due to customer policy
An alternative to getting your users product access while you check into the above error would be to use invite links, more on this can be found in: Specify how users get site access | Invite Links.

You can try providing the site URL and she can login to the site
If she has not created an account yet, navigate to id.atlassian.com and sign up for the Atlassian account

No, she can not create account , neither login . because sign up for Atlassian account need the mail verification , and she can not receive verification mail

Soon Atlassian team will unblock the mail so that you team member can recieve the mail notifications

I can see that the email above was rejected from your mail server with the following error:
550: 550 5.4.1 Recipient address rejected: Access denied.
This issue is on the side of your mail server and will need to be addressed to allow mail to flow correctly.

I change the mail adress with another name, then the invitation can be received.
But still we have met this similar issue more then once, is there any solution for that case?
