We have an established issue hierarchy as shown below. We have "issue type" added to the screen configuration for all issue types on the project. All issue types share the same workflow.
I noticed recently that I cannot change issue types LEVELS. This is across multiple company managed boards where I can only choose issue types at the same hierarchical level. I don't recall this being an issue before. Did something change?
You should use Move to change the issue to a different level. It will take you thru the necessary field changes.

Yes, but we used to be able to just change the issue type to any that was available in the types project settings. Now we can only change to those in the same level or move it. I was wondering if Atlassian changed something or I did.

I do not recall ever being able to change a type to a different level by clicking on the icon.
