Can someone tell me how to add a new user to Jira please?

I've found the project they need access to but cannot see how to add a new user

Welcome to Atlassian Community!

If the user does not have access to your instance you have to go to admin.atlassian.com and invite the user, or if you are using Atlassian Access, grant the user a Jira license. Once that is done, depending on your permission scheme in the project, you may have to add them under Project settings > People to one of the roles.
