Can't a admin user install plugins in jira cloud?

Can't a admin user install plugins in jira cloud? If yes, will he be able to install all plugins and do all operations? I could see that the most of the JIRA admin users in cloud are not open to scripted fields and so on. I am wondering that we are not free to do extensive customizations in cloud. Btw, I am new to JIRA cloud.

No, Cloud is restricted in functions in such away to prevent you from doing things Atlassian can't support.

Note that you can install and use "Connect" add-ons though.
