I have a free plan and Jira claims it can be used with a team of up to 10 people.

I click settings -> user management -> invite users and get a notification that I can't add a person and I need to upgrade the plan

@Andrey Welcome to the Atlassian communtiy

Some of the other products have a limit of 3 people - like Jira Service Management. So if you have 3 people in it already, then it won't let you add more people to Jira, even though you are not adding this person to JSM.

So, take someone out of JSM, add your new person to Jira, and then add the person back to JSM if you want.

Hi @Andrey Welcome to the Atlassian community.

You must be adding someone with a site admin role or with some other group that is giving them access to at least one more product other than Jira software. Since the limit has already been reached for the other product, you are unable to add the user.

Solution-

  1. Add the user such that the user gets access to only one product- Jira software. For example, if you are adding the user as site-admin(which gives multiple product access to the user) try adding the user to the user role.
  2. Otherwise, remove the extra users from the other product.

@Brant Schroeder This is expected and not a bug. :)

@Utkarsh Singh Not disagreeing that this is expected behavior the behavior is buggy and could be rectified.  Like I said in the post if JSM only allows for 3 users it would be great if I am adding an individual to Jira (even by a user role) that it would let me know that JSM is the issue and not Jira.  It is confusing to the end user as they are looking at Jira and only seeing 3 users out of 10.  You could then link the error to a KB that explains how to resolve the issue.  This is a common question that comes up in the community and it would be great if you could help push forward change here to make it more clear to the many users of your free products.

Thanks for clarifying @Brant Schroeder I certainly agree that the message should be better. And we had a JAC open for it- https://jira.atlassian.com/browse/ID-7714 which is now closed and cloned by https://jira.atlassian.com/browse/ID-8062

I can't agree more that many users complain about the same message(which is indeed confusing) and we internally are aware of this and tracking using some internal tickets.
