Can't assign to other user

I have created Jira agile scrum project and I have two user group, developer and tester. There is status type Done and after developer fixed the bug and change the status to "Done". At workflow, I have added the rule to automatically assign the reporter if status is "Done". But sometime reporter is not available. So that project admin want to assign this issue to other test user. But in assignee list there is only reporter and developer can choose. When I create the issue, I can see all the users from both tester and developer.

May I know how can I solve this issue.
