I have not found any Atlassian bug about this problem. However I did find another support case in which this problem could be exhibited in the Edge browser when also running the InProduct translation for JIRA plugin in Jira.
I'd check to see if your Jira site is also using this plugin. If so, try to disable this temporarily to see if you can then reproduce the problem in the Edge browser. If not, then there likely exists a bug in regards to that plugin affecting that particular browser.
