Can't find the upload add on in manage add ons

I am trying to upload the Time in Status plug in to Jira.  I am an admin, but when I navigate to the manage add ons page I don't see an upload add on button.  I also can't find the Time in Status plug in in the Find a plug in option.

You can't upload add-ons into Cloud, it's a restricted function.  You can only load "Connect" addons via the marketplace.
