The only way to grant global permissions to teams (like "Browse") seems to be here:

however, I don't get suggestions in the dropdown:
I would expect it to suggest the same groups that already have access, like "jira-admins".
Edit: I found you can actually type into that dropdown, and if you know the exact group name, it works. So now it's not a blocker anymore, but an inconvenience none the less.

This is probably because you are an Admin on the App and not Site-Admin.
I'm org admin.
Besides, why would you force jira admin who is not a site-admin to make annoying single-click operations that achieve the same, just take longer and are more error-prone?

Also, adding 20 permissions to various groups takes a very long time. Is there a shortcut?
