Can't import csv to make bulk insert

I want to make a bulk insert but I can't, the system throws this error

• Issue can't be created due to the error/s [ The user '5b997cd2b2b15c2bdfccd2d8' doesn't exist. ]

The user already exist, what can I do ?, weeks ago I could do that

A minutes ago I try to make the bulk insert through this url https://ATLASSIANID/secure/admin/ExternalImport1.jspa and in that option its works, that option is through admin CSV Importer which is available under "External System Import" item in System section.

The problem is when you want to do the same through the plus button on the left in the first screen that appears you when you logged into JIRA , when you press that button a dialog box appears, then you select import issues and all that functionality has errors.

Can you fix that.
