I created a story ticket in JIRA software project, but I can't load the assignee list. I only can assign the ticket to me. I checked that all people are in the assignable field. The bug category ticket is able to show the assignee list. How to fix it?

You'll need to go to each workflow and click on the pencil. Then click on the transitions to see if there is are any Conditions or Validators on the right hand side.

In the 'People' section of your project, is there anyone associated to the project? Example below.
You can also use the 'Permission Helper' to see why you cannot add someone as an assignee to a ticket. I have boxed it in Red.

2. When I use permisson helper, it shows that "** has the 'Assignable User' permission"; however, when I go to the Story type ticket, I still only can assign that ticket to myself.
Is there any way to get remote support. Using community to communiate is too slow.

Do you see any issue security set up within the project?
Have you checked to see if YOU have the Assign Issue permission?

Additionally, other poeple also can't assign the careated or reviewed story tickets to other people.

Here is the answer:
You have a screen on this project related to the operation Edit Issue which doesn't have the Assignee field on it and it's preventing users from changing the assignee field. This behavior is being tracked internally so we can fix it as soon as possible.

Ah! The one place we didn't look.
In server the field is not even clickable if it is not on the edit screen.

You'll need to add the Assignee to the screen.
Go to Screens:
Select the blue link by 'Edit Issue'Then at the bottom of the page you'll see an option for a drop down. Type 'Assignee' and Enter or Add.
