This 'JIRA new look' is a nightmare, maybe I just need to get used to it but feels like whoever made the UI/UX experience design should be fired. Seriously. Where do I go to add a board to an existing project? NOT ON THE PROJECT like before. Why not? Am I missing something? Where do I go to upload issues? Some random dropdown on the issue search page. Really? Why can't I seem choose a Key for projects I create with the new stupid multi-page wizard? Or choose a project lead on project create?
Jack, I have the same problem. I tried your suggestion but the section for Boards it's not displaying per instructions.
I have another project (business project) that has a board. I created a new software project - kanban type and it does not allow me to create a new board.
Any other hints?

2. When I created the project using the template kanban, it did not create the kanban board. ( known issue in Attlassian, I found out)
3. Step 2. I don't see any section for Boards. I only see, Issues, Projects, Filters. I do have boards in other projects, they should be in the search list.
I resolved it, creating the project using the "Shared configuration" instead of a template. per documentation.
