Can't make any automation rule trigger

Hi There, I have a classic software project and I can't make any automation rule trigger. even creating the most simple of rule for example when issue transitioned from to do to done, add a test comment.

I'm at a bit of a loss

Any help greatly appreciated

And they wonder why the on-prem users dont want to go to cloud.
