Can't open attachment with accent in the subject

Hi , I have one query. The user can attach the email with 'accent' in the subject but can't open it when the JIRA ticket is raised.

We noticed if the subject has some accents like "Récupération de la base de production pour dédoublonnage". it can't be opened, but if I download, rename the file name, I can open it. Can you advise if this is a known issue or if there are any solutions?
