Can't receive comment email

I removed recipients from Notification Scheme Issue Commented and added recipients to Issue Commented Workaround
I have such a rule in JIRA Automation. But the letter with the comment does not come, why?

Hi @Tony Montana 

I believe Publish Event is for listeners, integrations, etc - rather than activating the notification for users.

You should still be able to do this though by changing the action to Send email and filling in the relevant data.
