Can't see complete user list in Automation

Upon creating an issue, I'm trying to trigger it to assign to a specific user.  I tried doing this in Workflows, but that isn't working.  When I tried doing this in the new Automation feature, it doesn't provide me the user in the list.  It shows the first 50 users in alphabetical order.  I even tried to "typeahead", but it told me "no match".  This user has all permissions to be an assigned user, she is in the Developer Role and is applied to the Project.  Is there a bug? Is there some other setting that I am missing?  Please help!

That is strange! Seeing that you have more than 50 users, it means you're not on JIRA Cloud free. So your best option here is to reach out Atlassian Support and have them access your instance to dig this further.
