Can't upload issue avatar

When I try to upload new issue type avatar, the pop-up page doesn't let me choose avatar or upload new one.

Did it use to work? or was this always the behavior?

Try a reindexing please.

this is always the same, i didn't change anything. problem is same from the begining, i cant upload issue avatar.
