Can the Administer Permission in Jira be modified?

In the "Global Permissions" section under the system settings, I see the Administer Jira permission. I want to create a service account for an integration, and assign it to a group that has the Administer Jira permission. The group with the Administer Jira permission should be able to do everything included within the Administer Jira integration except the ability to delete projects. Is it possible to configure a group with limited Administer Jira permissions?

Currently that is not possible, but Atlassian is working on granular admin rules and it is scheduled for sometime in 2023 based on the public roadmap.
