I have set up a form and want it to trigger when a user selects 'create', rather than them creating an issue.
Does anyone know if this is possible?

No, unfortunately not. The create button always pops up Jira's standard create experience. The selection of project and work type you make there displays the fields that are configured for the selected combination of project / work type.
Forms are shared with a link people can use to access them.

If the people you want to allow to create issues in your project have a Jira license and your create screens inside your project are quite clear, then yes. There is not really a lot of added value in adding forms on top.
Forms (in the near future) will also allow non-licensed Jira users to create issues in your project, which might make sense in some cases. If people only create items in one single Jira project, it may also be practical that they don't need to decide what project or what type of work they are creating stuff into. Forms take away that "complexity". And, forms can be slightly nicer looking than Jira's default create screen.
Hope these arguments can help you decide what is best.
