I'd like to use the Issue Security to set 3 different levels of access to a JIRA issue.
This is similar to how Confluence restricts pages, but I've not yet found any guidance on #2. Please help!

No, that's not what issue level security does. It lets you decide at issue level which issues can be viewed or not, but it does not allow you to add more granular levels.

There's nothing to stop you defining read-only access to the project and then a security level that is identical to it (or a sub-set of those who can read only)
