Can tickets be auto-created based on another ticket's state?

We would like to create separate QA tickets when a story is closed but do not want this to be a manual process.  Is it possible to have a ticket auto-created based on when a ticket is in the "closed" state?  Thanks.

Yes, if you use one of the "create subtask" post-functions on the "close" transition.  There's a load of them in the marketplace.
