Can we Edit the text of "Submit" and Close of JIRA issue Custom template?

Hi All

Can we Edit the text of "Submit" and Close of JIRA issue Custom template?

In custom template we can edit the field labels like name and email, but can we change the text of Submit and Close also.

Also it here any way to apply CSS to the input fields?
